P-plate drivers will get a 50 per cent discount on their licence fee when they progress to the second stage of their licence if they do not get any demerit points, traffic infringement or penalties.
The $41 saving aims to reduce road crashes, where provisional drivers are over-represented. They account for 10 per cent of crashes despite making up 5 per cent of drivers.
The discount will be provided when drivers pay for their full licences as provisional licences are issued for the full three-year period that covers both red (P1) and green (P2) Ps.
Drivers who go through both P1 and P2 stages of their provisional licence without attracting demerit points or traffic infringements will receive a further 30 per cent discount when they get their full licence.
This saving of just over $60 on a five-year full licence, or just over $110 on a 10-year licence, would take the total saving up to $153 over the different licence classes for drivers with clean records.
Transport Minister Chris Steel said the initiative would help the ACT towards its goal of zero road deaths.
“Vision Zero acknowledges that deaths and serious injuries on our roads are preventable; they are not an inevitability,” Mr Steel said.
“Creating good habits in young and new drivers will set them up for safe driving behaviours for the rest of their lives.”

ACT Road Policing Acting Sergeant Andrew McKellar said most ACT drivers, including P-platers, do the right thing but talking to friends and family members about safe driving practices could save lives.
“If you know someone who speeds or chooses to drive while under the influence, speak to them about it,” he said.
“The life that conversation might save could be yours.”
Drivers under the age of 25 need to hold their P1 licence for 12 months before progressing to the second stage for a minimum of two years.
